PROFESSIONAL BACKGROUND
Andre Emme joined Taggart & Taggart in 2024. Prior to joining the firm, he was an associate attorney at the Law Offices of Thomas Hall, where he gained valuable experience representing clients in Northern Nevada and the Lake Tahoe Basin. His practice there focused on real property law, water law, business law, administrative law, and regulatory processes involving agencies such as the Tahoe Regional Planning Agency, Nevada Division of State Lands, and Nevada Department of Transportation.
Prior to becoming an attorney, Andre held key positions in various state agencies. He served as a Right-of-Way Staff Specialist for the Nevada Department of Transportation and as a State Land Agent for the Nevada Division of State Lands. In these roles, he managed real estate transactions, developed policy recommendations, and coordinated with government entities on land use matters. His government background allows him to provide valuable insight into state and local regulatory frameworks affecting land and water rights. Andre’s background also includes compliance management, business start-up and development, and homeowners’ association oversight.
EDUCATION
Andre earned his Juris Doctor from Indiana University Maurer School of Law, where he received the Michael Maurer merit-based full-ride scholarship and was an avid participant in moot court. He holds a Bachelor’s of Arts in International Affairs with a minor in Political Science from the University of Nevada, Reno, where he was recognized for academic excellence and international engagement.
AREAS OF PRACTICE
Andre’s practice focuses on real estate, water law, land use, regulatory matters and administrative law. His experience spans both the public and private sectors, giving him a well-rounded understanding of property law and administrative processes. Andre has experience in water law, helping clients navigate water rights and related regulatory issues in front of the Nevada State Engineer and Nevada District Courts. His background includes land use planning and development, including permitting and compliance with local and regional regulations. Additionally, Andre assists with regulatory compliance matters across a range of industries and jurisdictions in Nevada.
Andre is also a registered Notary Public in the State of Nevada.
Outside of the office, Andre enjoys skiing, rock climbing, biking, golfing, reading, dancing, and music.
